Blue Coral Healthcare Ltd maintains an absolute and unconditional commitment to preventing modern slavery, forced labour, human trafficking, servitude, and all forms of labour exploitation. This statement is made in accordance with section 54 of the Modern Slavery Act 2015 and sets out the steps we have taken to ensure that slavery and human trafficking are not taking place in our organisation or within our supply chains.
A. Organisation structure, business and supply chains
Blue Coral Healthcare Ltd is a Care Quality Commission (CQC)-regulated provider of domiciliary care and supported living services. We deliver person-centred care and support to adults within their own homes and community settings, operating in accordance with the fundamental standards of quality and safety set out by the CQC.
Our supply chain is well-defined and principally comprises:
- Recruitment Agencies β sourcing temporary and permanent care staff
- Training Providers β delivering mandatory and specialist workforce development
- DBS Providers β administering Disclosure and Barring Service checks
- PPE Suppliers β providing personal protective equipment
- Office and Stationery Suppliers β supporting administrative operations
- Healthcare Equipment Providers β supplying assistive technology and clinical consumables
- Professional Support Services β including legal, HR, IT, and financial advisors
We actively monitor our supply chain relationships and expect all partners to uphold ethical employment practices consistent with applicable legislation.
B. Policies relating to slavery and human trafficking
Blue Coral Healthcare Ltd operates a zero-tolerance approach to modern slavery and human trafficking in all its forms. Our policy framework underpins this commitment by embedding ethical employment practices, workforce protection, and a culture of safe reporting throughout the organisation.
Key policies supporting this commitment include:
- Safeguarding Policy β provides a comprehensive framework for identifying, reporting, and responding to all forms of abuse and exploitation
- Recruitment and Selection Policy β ensures safer recruitment practices, including mandatory identity verification and right-to-work checks
- Whistleblowing Policy β enables staff and stakeholders to raise concerns confidentially, without fear of detriment
- Equality and Diversity Policy β promotes fair and dignified treatment across all employment practices
- Code of Conduct β sets clear behavioural expectations for all staff, volunteers, and contractors
- Adult Safeguarding Procedures β provides operational guidance for identifying and escalating concerns relating to vulnerable adults
These policies are reviewed regularly to ensure they remain current, effective, and aligned with legislative and regulatory developments.
C. Due diligence processes
We undertake robust due diligence at the point of recruitment and throughout our supply chain engagement. Our approach is designed to identify vulnerabilities and deter exploitative practices before they can take hold.
Our due diligence measures include:
- Verification of identity and right to work in the UK for all prospective employees
- Enhanced Disclosure and Barring Service (DBS) checks for all staff working with vulnerable adults
- Comprehensive employment history reviews and structured reference checks
- Monitoring of agency workforce practices, including contract terms and pay arrangements
- Contractual obligations requiring all suppliers and contractors to comply with modern slavery, safeguarding, and employment legislation
- Ongoing review of supplier relationships, with escalation procedures where concerns are identified
D. Risk assessment and management
As a provider of regulated care services, we recognise that the social care sector presents specific risks of labour exploitation and the potential financial or criminal exploitation of vulnerable individuals. We take a proactive, intelligence-led approach to risk management.
Key areas of identified risk and our corresponding controls include:
- Labour exploitation within temporary staffing β Robust scrutiny of agency arrangements; direct verification of worker welfare and pay
- Unethical employment practices in the supply chain β Contractual compliance clauses; periodic supplier reviews
- Financial exploitation of service users β Adult safeguarding procedures; professional boundaries training; management oversight
- Coercion or control affecting workforce members β Confidential reporting channels; regular supervision; workforce engagement
All staff are empowered and expected to raise concerns through our confidential whistleblowing procedures. Management oversight, regular team supervision, and governance reviews provide additional layers of assurance.
E. Key performance indicators and monitoring
We monitor the effectiveness of our approach through a range of quantitative and qualitative mechanisms, enabling timely identification of emerging risks and continuous improvement of our processes.
Our monitoring framework includes:
- Safeguarding audits and thematic reviews
- Recruitment compliance checks and right-to-work audit trails
- Staff supervision records and workforce engagement feedback
- Training completion data and compliance monitoring
- Incident reporting and safeguarding referral tracking
- Whistleblowing disclosures and outcomes
- Quality assurance reviews conducted by the Registered Manager and senior leadership
To date, Blue Coral Healthcare Ltd has identified no confirmed incidents of modern slavery or human trafficking within its workforce or supply chain. Any identified concerns are subject to immediate escalation in accordance with our safeguarding and whistleblowing procedures.
F. Training and capacity building
We are committed to ensuring that all members of our workforce have the knowledge, skills, and confidence to identify and respond appropriately to potential indicators of modern slavery and exploitation.
Our training programme includes:
- Mandatory safeguarding training for all new staff during induction, covering recognition of abuse, exploitation, coercion, and human trafficking
- Ongoing continuing professional development aligned with the Care Certificate and sector competency frameworks
- Specialist training for managers on identifying, investigating, and escalating safeguarding concerns, including those with a modern slavery dimension
- Regular refresher training to ensure staff awareness remains current as legislation, guidance, and best practice evolve
Board-level approval and accountability
This statement has been reviewed and approved by the senior leadership of Blue Coral Healthcare Ltd. Whilst the organisation may not currently be required to publish a standalone Modern Slavery Statement by virtue of its annual turnover, we can provide full assurance that all requirements of the Modern Slavery Act 2015 are embedded within our policies, procedures, governance arrangements, and day-to-day workforce practices.
Should a formal published statement be required as a condition of any contract award, commissioning arrangement, or procurement exercise, this will be prepared, approved at board level, and published prior to contract commencement.
